Hybrid warfare is a strategy of conducting military operations that combines traditional military means with unconventional methods: cyberattacks, information propaganda, economic pressure, political influence, and even cultural expansion. It aims to weaken, destabilize, and subjugate the opponent without a formal declaration of war and often without direct military invasion.
This is a war of a new generation, where tanks and missiles are just one of the tools, and lies, chaos, and fear are equally powerful weapons.
Why has hybrid warfare become relevant?
Hybrid methods have become particularly attractive to aggressors in the 21st century for several reasons:
- The ability to remain “in the shadows” — actions do not always leave a clear trace, complicating legal proof of aggression.
- Avoidance of direct armed conflict, which allows for the evasion of sanctions or losses among regular troops.
- Cost-effectiveness — a disinformation campaign or cyberattack costs less than an army invasion.
- Manipulation of truth — it is possible to influence not only the enemy's population but also international opinion.
Main elements of hybrid warfare
1. Information warfare
This is a struggle for control over people's consciousness. The aggressor actively spreads:
- propaganda through controlled media,
- disinformation on social networks,
- fake news that sow panic or alter perceptions of reality.
Example: Russian disinformation regarding the war in Ukraine, aimed at both the international audience and the Russians themselves.
2. Cyberattacks
The goal is to disrupt infrastructure, steal information, or intimidate the population.
- Attacks on energy systems, banks, transportation.
- Hacking government websites and spreading false messages.
Example: The NotPetya virus (2017), which attacked Ukrainian enterprises, the banking system, and government websites.
3. Economic pressure
Implemented through:
- sanctions, trade restrictions,
- manipulation of energy resources (gas, oil),
- funding destructive elements within the country.
Example: Europe's dependence on Russian gas has long been an element of the Kremlin's strategy of influence.
4. Political interference
Includes:
- funding parties or movements loyal to the aggressor,
- interference in elections through disinformation campaigns,
- bribing officials, influencing the judicial system.
Example: Attempts by Russia to influence elections in the USA (2016), the United Kingdom (Brexit), and other countries.
5. Military component
Despite the advantage of “invisible” methods, the use of regular or irregular troops (mercenaries, “little green men”) is also part of the hybrid warfare strategy.
Example: The annexation of Crimea in 2014 — without a declaration of war, using armed forces without identifying insignia.
Hybrid warfare: challenges for states
Successfully countering hybrid aggression requires:
- Media literacy of citizens, who can distinguish truth from manipulation.
- Developed cybersecurity at the state level.
- Independent journalism that counters disinformation.
- Strengthening national identity to reduce the influence of hostile propaganda.
- Coordinated actions with international partners, particularly within NATO and the EU.
Ukraine as an example of a victim of hybrid aggression
Ukraine is one of the first countries to experience hybrid warfare in full force:
- Since 2014: information attack, occupation of Crimea, armed conflict in Donbas.
- Since 2022: full-scale war with elements of hybrid strategy: cyberattacks, fakes, blockade of grain corridors, destabilization of internal life.
Hybrid warfare is not the future; it is already a reality. It is a form of aggression in which there is no clear front line. Its goal is to weaken the state from within, undermine trust in institutions, sow fear, and force the enemy to surrender without tank columns.
To withstand, countries need to:
- invest in information security,
- strengthen democratic institutions,
- cultivate critical thinking in the younger generation,
- and most importantly — not give up even in the face of an invisible enemy.
